That's exactly what should be done...Bring the service in phases... This way you systematically take the traffic off of portions of I-80 for one thing, and secondly, it mitigates a LOT of the costs...

I think your main hurdle is going to be the T's general indifference to allowing anything. The Homeland Security excuse gets trotted out to table any discussion of letting non-employees document or get direct access to their infrastructure, even on something like this which would be a supervised visit that I'm sure you'd get all appropriate waiver for. Frankly, I have my doubts as to how much of the student market Amtrak has ever had on that route to begin with. Also, I just can't see the average leisure traveler wanting to be on a bus.
