Yes, you can go to a FFL in OH to do the transfer. It'd be the same as shipping it to his FFL. All handguns must go through a FFL in the receiving party's state. Long guns can go through a FFL in any state, baring any state prohibitions or regulations on top of federal laws.

Things sure have changed in twenty years! In metal shop at York High, I made a Manrikigusari Chain & a large grappling hook & a friend in my class made a throwing star! The only hitch was I wasn't allowd to attach the chain to the weights & he wasn't allowd to sharpen the star in class. We had to finish our projects at home
