Yes, but be prepared to substantiate your business visit purpose and duration with proper documentation. (Letter from employer, client/company you are visiting etc.)

This is one of the worst case scenario where you must be prepared for? if you think it will take long time then i will suggest to withdraw your app and go to india to get the L1/L2 stamping, atleast you will be in the comfort of your indian home till you get the stamping. Also it's quite possible in india you may get it without 221g if u have all the reqd docs. good luck.

Let your brother self sponsor for his visitor visa and you can send a invite letter. He can show the reason for visiting you and tourism and apply for 2 months.
Since, he is having his own business and also his wife is going to be in his home town when he is visiting USA, chances of getting a visitor visa is greater.
He needs to carry with him property documents if any, 3 years tax return/...

It depends on your 140 approval. If it is based on Adjustment of status (485), you need to be physically present in the US at the time of filing 485, and need to show that you have the same permanent job offer specified in the 140 at the time of 485 filing.
If your 140 approval is based on Consular processing, you can go ahead stay outside country, once your PD is current, your can apply ...

You should have applied for the visitor visa prior to applying for the
immigration, both are contradicting to each other. You need to specify this
in the application, and also need to specify that husband is GC holder.
Consular officer should be very liberal to accept such an application.

I think its a problem with ALL the websites of the Indian consulate in US! I tried to open the link you mentioned and it says "certificate error: and some security certificate" kind of a notification. It can still open the link but there is a tab saying "not recommended".

Your wife need to do H4 to H1 change of status to an H1B employer. If this
change of status is approved (means an H1B 1-94 is approved as well), yes
she can start working right from the approval date. But if she does not get
the change of status approved, she will remain on current H4.
