I don't have Outlook 2002 in front of me to look at but if I had to guess
I'd surmise they might be in Start Date order.
On the top right do you have a "Customize Outlook Today" link? And if you
click that do you get an option to adjust the sort of the tasks?

Those which are kept in inbox have some tags more: X-MS-Has-Attach,
X- MS-Exchange-Organization-SCL, X-MS-TNEF-Correlator,
X-Auto-Response-Suppress.

If outlook doesn't close properly, addresses added during the current
session are not saved to the file. If an NDR is returned, the address is
removed (under certain conditions).
How frequently is outlook closed? If its mostly up 24/7 and is only closed
when it crashes or when windows updates force a reboot, the NK2 is not
getting permanently updated. This is often caused ...

I don't have Outlook 2000 in front of me (I don't maintain VMs that go back
that far) but if you go to Tools | Options | Other | Advanced(?) you will
probably find a setting that's relevant.
