Power Attack can be used with all heavy weapons, one or two-handed. But with a 2-handed, the bonus damage will be higher (6 instead of 3 with normal Power Attack). If you use a light weapon, you'll get the AB penalty but not the damage bonus. You mention dual wielding, this is usually a bad idea combined with PA (it maybe could work in the OC, though). As far as I remember, Tutu is pretty nasty to install. Hopefully, there is EasyTutu which simplifies things a lot. Here is a link.
