You don't have to sign anything agreeing to a civil demand. If they're going to send you one, you don't get a choice in the matter - you either pay it when it arrives, or face both civil and criminal prosecution. Go to the courthouse(s) the case was involved in. Ask for a "Certified Judgment of Sentence". Should be $10 or so. Also, hit your State Police Department website, look up your name. Grab the credit card to pay for the $10 or so (I also recommend printing multiple copies).

Although I often agree with That Guy and EWYLTJ, I have to disagree with their suggestion and advise you to establish a better argument than the speedy trial violation. Look up CA Court of Appeal opinion People v. Benhoor (B212593). The opinion speaks directly to your situation.
