Hydraulic lifter. As the pressure builds at around the 2k rpm it's enough to stop it clicking.
Our 97 does it sometimes. Start - tick - wait - it stops. Start next time and no ticking. An oil change helps, but the best results are after a good flush with mystery oil. We do that about every 50k or so. It won't tick for a long time after that.

i would get it aligned bad shocks shouldnt cause tires to wear on one side . they usuall cause them to start cupping lots of high low spots. but shocks run 15.99 to 59.99 at auto zone they also have
bilstein shocks for ur ride but those are 140.00 each

pvc sticks . i can pull the oil fill plug with it running and put my hand over the opaning and litarlly feel the pressure but mine is a 88 and it dont smoke just uses about a quart and a half every 2000 miles
