Hi ! I just wonder if when can I apply for EAD? Can I apply for anytime of the year? or do I need to wait until the retrogression is lifted? Im currently on H1 status.

My mother has her appt on Sept 9th...she had applied henna on her hands due to some festival last week. Will that hinder in her finger print at the visa office...the henna stain has kind of faded but its not completely gone. Pls advice if she should go ahead with her appt or should I try to change her interview date? thx a lot
