Mr Brooks planted the piece of paper that lead Demi Moore to the ex-cons hideout (and the subsequent shoot-out).

It was my understanding that he copied
Mr Smith's apartment key (among others), called a removal company and had them do it all. Would only take a few hours, since Mr Brooks and Mr Smith were never going back there it wouldn't really matter how long it took and they'd probably just put all his stuff into storage if he wasn't in the new apartment to let them in. Hence why Atwood finds a work order...
