Korakukan is a rustic minshuku next to Jigokudani Yaen Koen with an onsen. Yudanaka has a number of public baths. Nozawa has a dozen or so public baths. I have not seen any advertisement or heard any of anyone getting the 1st year free with this card. The other two cards, the base Signature and Business Visas, yes, but not this one.

In case the OP isn't familiar with the place names, virtually all of the points listed above are either in the far north or up in the mountains. True autumn color season in the more tourist-accessible locations generally isn't until November.
