The southern United Kingdom is lit up like
a Christmas tree. I have to drive several hundred miles before I can find really dark skies here. I think the area of the Kielder Reservoir in Northumberland is a favourite place for astronomers.

Shoot wide open or near it, ISO 1600, and then adjust your
shutter speed. This way you get the fastest shutter speed possible to help freeze the action. If you can get away with a slower shutter then bump down the ISO or aperture.
Not a luau but perhaps similar in light conditions

I don't know, which camera you use, but maybe you have a
noise reduction feature built in. If so, you might turn it on. Works fine with my D60.

Look into the Streamlight Stinger. It's expensive, but incredibly powerful and can easily light subjects 100 yards away. It's a xenon as opposed to an LED, so the light has a warmer tone than the LED.
