Prevents abrasion on the o-ring and allows the housing to glide over it, preventing the o-ring twisting or it getting pulled out of the groove. Some housings its better without it, eg back of Ikelite DSLR where the housing presses on the o-ring, as it also can make stuff stick to it easier. You dont want to use too much.

If I was told I couldnt dive until after the boat pulled away Id be ropable, as Id much rather do something else than sit on a boat all day in that situation. Id hope some kind of complaint option was available if thats a deliberate practise. Two sides, etc etc, but as written Id be uh not happy if that was pulled on me.
