Do they already know your previous salary? That's what I try to do, say, "Well, this was my previous rate, but in this economy I guess it's negotiable, I can be flexible." (my own previous rate was lower than my previous rate which was lower than my previous rate ... which was pretty good (but not great) given the market even circa 2005)
