Why not put it on a shelf? Secure it with velcro or zip ties. If you need to block airflow through the cabinet, cut a hole in a 3U blanking panel for the device to poke through.

I believe it depends on what you need.
If you focus on Asia market, NTT/Verio is very strong.
If you focus on US market, Level(3), Internap, etc
If you focus on EU market, I hear good things about Telia, NTT Europe seems good too.

I don't know of any others but, as far as I know the APC's Data Center University has a lot of the power and cooling taken care of. I'm not sure there is a lot out there on Infrastructure management, which happens to be the main thing I do and I have not found a lot out there for it. That is if you mean the physical cable management. Hmmm maybe I should do a right up on that, if it didn't hurt me...
