I'm biased - my education includes a B.S. in landscape architecture. With that out of the way - a couple of thoughts.
Why would anyone live in an area where plants don't grow? If there are native plants that will grow there - plant them. If they don't grow there or only grow with an amazing amount of maintenance don't plant them.

When I was on the Plan Commission for the Village of Oak Park, IL we were revising the submission and review requirements for Planned Developments. One of the requirements is mandatory that each planned development shall at a minimum achieve LEED Certification as defined by the USGBC (U. S. Green Building Council). I personally disagreed with it, but it got approved anyways.

I agree with Mendelman - we do the same thing in Clearwater - if it's carry out only (like many Dominos Pizza stores in our area, for example) we consider the use retail sales and service with a five spaces/1,000 GFA. Also like a convenience store (think 7-11). They serve coffee but are considered retail sales and service.

I went to school in Illinois for my BUP and worked in planning in Chicagoland for the past 6.5 years. I also did volunteer work with the state APA chapter. Work has dried up here. North and South Avenues parallel the commuter train tracks through 6 towns.

the Staff Planner goes to take minutes, give back up to me, have files ready and answer any questions I can't answer

I went there back when it was the "Masters in Planning" program, so it was not as strong as it is now. In general, though, I really liked it. The academics were strong, the financial aid was great (they have a bunch of federal money from the Humphrey Scholarship/Fellowship program, not surprisingly, so they can fund a bunch of students), and the cities were a good place to learn planning. Thats easy, the parents that named their kids after Adolph Hitler and other nazi propaganda. Making a big stink about how Walmart would not write Happy Birthday Adolph Hitler? That was one of the few times I actually agreed with anything Walmart has done!
