When I was on the Plan Commission for the Village of Oak Park, IL we were revising the submission and review requirements for Planned Developments. I agree with Mendelman - we do the same thing in Clearwater - if it's carry out only (like many Dominos Pizza stores in our area, for example) we consider the use retail sales and service with a five spaces/1,000 GFA. Also like a convenience store (think 7-11). They serve coffee but are considered retail sales and service.

I grew up in such a town. Gedunker has been there. North and South Avenues parallel the commuter train tracks through 6 towns. These town's downtown are adjacent to and walkable from the train station. Some of the openning scenes from the TV show ED were filmed there.
