No, you're exempt from doing any tests BEFORE coming, but you're not exempt from the civic integration course for settling here. There are other options, the regular bunch will be along soon with answers for someone that has been here as long as you have - I'm afraid I'm not clued up on those. Do you speak Dutch? There's always exemption examination as an easy opt-out.

Bummer. I think you will have to get one of those big industrial sized clamp thingys that cuts off locks. Try a locksmith or try a bike repair shop, but if they have to go out there .. they will charge you for their time of course.

this may sound dumb ... you will probably get more wierd looks too! lean it over so you can SPIT in it a big nice load lean it back over the other way a bit and HIT the lock then use needle nose pliers to get it when the broken bit comes out a little bit. sorry, r u talking ringslot? spit and hit also works on other locks too. D-locks are done a different way (but they wont work again ...
