If a state like California, is unable to pay its debts can state property be seized? Can someone force the state, for example, to sell it's fleet of cars/other vehicles, sell state owned property, etc.? What if the debt is owed to a foreign entity? I read that California is issuing IOUs and I wonder why it isn't being forced to sell stuff to pay off debt.

Canada is NOTHING like the UK, it just happens to use the same metric system. The ties with the queen are just there because there's really nothing else to talk about or to associate with.. really.
