how is the tread on your tires? is the power steering pump belt at the proper tension? since you replaced both the hoses and the rack, the system likely has air in it and should be bled. it's under high pressure, so even a small amount of air may cause problems.

wiper blades are probably dry-rotted.
air up the tires, check for small cracks in the sidewall.
change the oil.
when the engine reaches normal operating temp. drive it around. on the highway @ 50mph, shift to 4th and accelerate to 60-65. do that once or twice.
that should be all the car needs.
you can check for leaks, the belts and hoses, and the color+level of all other fluids, but none ...

sure it's acid and not just corrosion?
mix a paste of baking soda+water and use that to clean the terminals. then apply battery protection spray or use those felt oxidation-inhibiting washers.
