Noirua, that's fairly unreasonable and I doubt it would solve anything. Most "dog attacks" happen at either the owner's home or that of a friend and occur when little children are left unsupervised with a dog. Is there a history here, though? Perhaps the boy and his friend are notorious trouble makers. Perhaps the shop-keep knows that this particular group of friends are always stealing items, and wishes to set an example.
