create unit via console is probably easier than tinkering with game files and all that stuff. greek hoplite spartan 5 9 9 9 is the one to create.

RTR VII FOE ( Rome Total Realism Fate of Empire)
RS (roma surrectum)
EB (europa barbarorum)
The first one is the best at the moment in my opinion - it features smarter battlefield ai
and improved graphics aswell.
RS and EB also feature a lot of cool new units to play with.

Hmm.
If you're new to mods, check out Lusted's TE. It's excellent, and its tailored to improve gameplay, not historical accuracy. So a great game for newbies, as well as us oldies.

I believe the primary factor is the auto-resolve factors of the faction's respective units. Chariots, as you mentioned, are grossly overpowered. I believe any unit with multiple HP does well.
The strategic position probably plays a role as well. The lands of the Nile are incredibly rich.

It would appear there is life on other planets after all.
BI introduced a significant number of new features to RTW that make it very popular with modders.
Hordes, Shieldwall, Schiltron, Swimming, Shadow-factions (East and West Roman Rebels), Emergent factions ( Romano-British, Goths and Slavs), Religion and some new animations, such as two-handed pikes and great-swords.

well, weakes isn't the same as least enjoyable...
in my opinion, numidia is the weakest, but rome is the least fun: no challenge. at all.
