I think there's a hang-up in the technical feasibility of getting them disabled there. For now just report threads with polls in them and let the moderators deal with it.

To my knowledge, unfortunately not. Once a names taken it's taken, there is no provision to stop a new member choosing a certain name, unless it is taken. If the name is free, anyone can use it.
