If you are using a router, check there first. Usually, they have a Access Restriction page where you can configure stuff like when certain computers can use the Internet, which services to block, and which websites they cannot access. I'm using a Linksys router and although I never used it before, I just tested the thing and it works. The other option is to use configure your PC's HOST file...

you cant, ps3 can only read fat32 and itself is fat32.. fat32 has a 4gb limit ..
