So I removed the line with the pinch in it. Turns out it is the bottom hose running from the oil cooler to the steering rack. Now I am even more confused about the flow direction of the power steering hoses... I guess it flows to the bottom of the oil cooler and out the top with fins..? Here is a pic of it connecting to the steering rack I found on CEG:

Chris, i'm not sure which line it is without looking at the car and pic at the same time. If you really wanted to do it, pick up a flare kit and cut and replace the piece you need. But i have never flare piping before so i'm not sure how hard it is it do and ensure its completely sealed.
