I am going to assume your goal is to get it running. With that in mind, I would recommend the following: Rebuild the carb. It needs a good cleaning and a rebuilt kit. Check the accelerator pump circuit. Specifically the discharge nozzle and the throttle bracket cam. I don't know the Holley 350cfm 2v's well, but I suspect yours looks like the primary side only of the 4v's.
