Yes, I've been having this recently as well. Not sure what happened that it started and unfortunately, I haven't been able to figure out how to fix it either. I've also had problems with banned users still being able to post even though they have no rights to do so......

I may be off about this, but as memory serves -- vbulletin basically "adds" the Primary and Secondary Usergroups together and gives the user the highest "yes" value. Having this setup should work correctly, not sure why its not. - Moderators (primary ug) -- Contest (secondary ug)
