You need photoshop, and need to work with layers, and give the layes Layerstyles, you can do that by dubble clicking on al layer, the bars moest time just need a
gradient overlay to get the bar effect you mean, also Bevel & Embos with or without contour helps the 3d effect... i dont have time to make a tutorial with pictuars now so someone else might do that
