The other end of your
wimax connection is probably a router you aren't allowed to configure. You're probably given ONLY a LAN ip address and so are permanently firewalled by it.

Starting a few weeks ago, whenever I have uTorrent running (not necessarily
uploading or downloading, just connected) for more than about two minutes, my entire internet connection slows down drastically. Web pages take several minutes to load, and HTTP/FTP download speed drops to about 6kb/s. This slowdown also occurs on the other computers on the network and my Xbox and Wii. About ten seconds ...

Did you
port forward both UDP and TCP to your computer's fixed/static LAN ip address? Your computer's fixed LAN ip address should be outside the router's DHCP dynamic LAN ip range.

Is your UPLOAD speed max for your line also 384 kilobits/second? If not, you've used the wrong settings!
