Rev limiter shuts down fuel flow cutoff and not that the TAC takes over the butterfly of TB angle.
TAC would take over TPS control if PCM sees a problem and goes into reduced/limp mode.
This means if your using a simple window switch as to only TPS voltage output when limiter kicks in shutting injector pulse width ( AFR then goes way lean) to minimum ON time N20 can still be flowing ...

Best to ask the opinion of your tuner. Each normally has their own
preference. Think the Procharger is still the most common for the Vette. I
know a lot of people like
the Paxton units though. Never had any problems
with my Procharger D1SC.

Don't have an STS setup so I'm asking this from ignorance....if you block the holes in front of the
air cleaners, don't you greatly reduce the volume of intake air needed to maximize the turbos performance?

Given this is your first post here, I think you need to just
take your time and do a lot of reading b/c there are lots of great threads on this topic.
My car is an '02 that I also bought new, and it has 16k miles on it now, so it sounds like our driving habits (meaning its not a Daily Driver) are a lot alike.
I would thoroughly investigate a supercharger or turbo setup before running N/...
