I will recommend you doing Trevi Fountain and Spanish Steps right away as soon as you arrive in Rome and park your luggage in the hotel/accomodation. Both are brilliant in evenings with tourists from all around. There is no fee; just be there and enjoy the atmosphere. Both of them are walkable from Termini (half an hour) and in close proximity to each other. Metro is also easily accessible ...

You will be unlikely to even find a hostel bed for that price. Rome is a popular tourist destination all year round, and prices reflect this (just as they also reflect the cost of living in a large European city). BYW - There is luggage storage at Termini - no longer lockers - luggage is x-rayed - line may be long or short but does move quickly - Termini lower level by Leonardo Express track 24.
