If I had to I use
dreamweaver, I had to pick it up on a moment's notice but I got the handle on it very easily, but then of course you want to learn the normal way. But yeah dreamweaver should suffice...

Do you mean to be able to build a website using a wizard without having to code it yourself?
I think I've seen a few online ones, but if you're looking to make a living out of it I'd suggest learning how to build websites from scratch to be honest. I've never really seen any nice looking websites what people have made through 'do-it-yourself' type services.

Hi - sounds similar to Yahoo's Answers website.
I ran a search and this is something quite close although I'm not sure whether registration is
compulsory; probably not otherwise it wouldn't take much to disable it.

If you pay someone money to build you a website, then you should own the
website and coding, if they tell you that they own the coding to the
website that you payed for i would look for another developer.

For equipment I think you just need any camera and a way to connect that camera to your computer.
I'm not sure how you go about setting things up on your site to broadcast a stream 24/7. I think it's going to get expensive to try and host that yourself so you may want to look into 3rd
party services like Ustream to handle the streaming part. That might mean you won't be showing the stream ...
