I'm not Java developer, so I'm talking just like another computer user. Honestly, I don't like Java because it seems to be slooooooooo. Well, it's also possible I have been using applications coded by stupid Java programmers, but all Java pps I have ever used were too slow.

Hmmm..i used to think in the same way few years ago, To build a language you need to each bit of the computer, register, bus and every information. I think you should start from building a compiler first like for C++.

Serious question though, do you guys think I might be better off looking for something like this in the marketplace (aka hiring a flash WP developer)? I agree with chrishirst , it seems a bit cheap, especially with all the time setting it up on thier hosting etc. Is the system they already have a 'software' e-commerce program, or a web based system?

Yes, listing meta first is typical, but not an absolute requirement, so long as it's in the head element. No, it wouldn't make any difference if you switched the order.

That really depends on what you expect it to do. Languages range from full fledged general purpose programming languages to narrow scope meta languages. Generally, the difficulty of creating a language is proportionate to its power. A simple meta language might take one person a few hours to create, but would be limited in its applications. You should check with the webcam software, it should explain how to add it to your page. Since I don't use a cam, the best of my knowledge for code will be limited, but maybe this will work for you.

To answer your question, in this specific case, they use SOAP to do the request.
So, you must use a client SOAP library, and configure it to use this service.
After that, it depends of what you use on the server side to process the answer.
