Google does not care of domain tld used. They are important for ranking only in country results for cc level domains. .info extension can be bad solution just because they are cheap, and are more often used for
spammy sites, than other.

In my experience, new domains take a long time to rank without high-quality, relevant links. I'd try and use the old domain to feed visitors to a new
subdomain.

The info in WMT is NOT real-time info. Some pages in WMT only get updated once a week, others more often or less frequently.
If you want to know which URLs are
indexed at Google, search for site:yourdomain.com at Google. When I do this I can see 24 results with content... (BTW I would get rid of JEFF- out of all of your <title> elements... No one is going to search for "jeff website ...

Its not necessary to have outbound links on your page, thats what I think, I am not sure what google thinks about it. May be google
attaches relevance to see if you have linked to the right on-topic context-worthy websites in your same niche. By linking to these other sites, you do add value to that other site.

From what I've seen, traffic by itself does not affect PR. PR is a matter of how much Google "likes" your website and this usually is affected by the number of quality
backlinks your website has.
