In all my experience I have to say that I had excellent uptime at Knownhost, ServInt, Linode and Slicehost.

You do realise those results will change each time depending on what firefox has cached right? That is in no way a reliable method in working out if your VPS is having lag spikes or not. If you were to set up the site on a server on your PC you would experience the exact same results (though it would likely take less time to load overall). Yes FireBug is useful for determining what files are taking the longest to load/could be optimised...

Linode has footprints in 4 datacentres in the USA. Alternatively, you can look at VPS.NET with 2 US and 1 UK location, with more coming. UbiquityServers has 6 datacentres in the USA. Can't remember how many locations does SolarVPS offers, but you can check them out. FutureHosting offers 4 US locations and 1 UK location. KnownHost offers 2 US locations. That's as much as I can remember off my head for VPS providers who can offer...

I've used a number of under $10 VPS and they have been fine for what I use them for. I think I have realistic expectations on what to expect for a low budget VPS. Then again these hosts are offering realistic resources for that price (64-128mb ram, etc...). @OP I just don't think your budget is going to get you something that can run anything like Magento. For something like that you're just going to have to increase your budget.

What exactly are you looking for? Are you going to be strictly linux or are you looking at both Linux and Windows, as that vps is just Linux. They don't mention what platform they host on but seeing that it offers SolusVM, its either OpenVZ or Xen.
I've never used them so I can't say how they are and I haven't seen any reviews on them either ;(

Check with your hosting company. If they do not provide Virtuozzo licensing, you'll have to contact Parallels directly.
Most agreements that Parallels works up with their various partner customers prevent licensing of external systems... so you'll have to talk to someone within Parallels today about that.

VPS generally runs on a single host therefore if that host goes down so does your site, they can restore to another host but that takes time.
Clouds are more for high availability, your VPS is spread across many hosts and they can remove a host without causing any downtime. This is normally more expensive though.

At the moment I only have access to SSH. WHM, Cpanel and my site is down. I tried rebooting using ssh, restarting cpanel but nothing seems to work. Can someone help me please? How do I get my site back up again by using ssh?

I think there whould be plenty of providers able to help you out at these rates if you would reconsider the full management option.
Management packs are usually not that cheap and considering you also need a license for cPanel, it doesn't leave much room for the actual package.

Realistically you'll need to increase your budget for reliability in my view.
With that said FSCKVPS is $12.95 for 512/1GB. Burst.net do a $5.95 package.
