If you clients are very inactive 512mb would be ok, but cPanel does normally need something a bit more substantial. Be prepared to upgrade ram soon!

OK first of all if you have clients that are hosting things that break your TOS/AUP of your provider they will take whatever action is needed. Having said that I think the three you listed would at first just block/disable the website in question and only disable your VPS if absolutely necessary. The will work with you to address the issue. Of course if you have multiple issues with clients breaking TOS/AUP/Laws then most hosts will NOT want...

Normally I'm not a big fan of any reviews of less then 3 months but thanks for taking the time to post a nice review (especially of the VS2 package). Make sure to keep this updated after you migrate the rest of your sites and have been with them awhile.
= ) haven't heard Bogomips in awhile.

You have 20,251mb of ram free according to that.
All operating systems do something called caching to make things faster, to do this they use all the "free" ram to temporary store data that might be used again.
A this is temp data it can be instantly deleted for real data using ram, so where it says "-/+ buffers/cache" and then under free is the number your interested in, not the one above.

I used to use them, when they migrated their servers from germany to the netherlands though I still think they didn't give enough time and I still feel their website is in-complete. I did see the note about being given double the bandwidth but I never saw this get added.

It sounds as though you either are looking in the wrong directory or cpanel failed on the account creation.
Be sure you are looking in /home/<user>/ for the public_html directory. If it doesn't exist try recreating the account and if it doesn't work properly post up the error.

Sounds to me like they are just trying to scare people over to their control panel... could be wrong.
And if its true why don't they just make their own installer remove Apache on install? or fix the issue?
