I wouldn't call it a "scam" - it's just a marketing gimmick - some legit hosts would let you use a ton of bandwidth but you are limited in so many other ways that it can get impossible to use the amount of bandwidth other hosting providers with real limits would allow you to use. But in reality, you're capped at one point or another, even on a 100mbps unmetered dedicated port. You'll get capped at around...

A lot of hosts are in a position where they really don't care about data transfer usage levels (less true about disk space). All hosts do care about CPU, memory, i/o usage levels though. As one of the people who was in the mix to buy IGXHOST, I can tell you that they most likely made a deal with HostQuack to keep you on the same level of service (with the same pricing) indefinitely. HostQuack will simply not offer the same packages to new customers on their own web site.
All I know for certain is that IGXHOST was indeed sold (a few weeks back actually)...

If you want to offer reseller accounts then you should consider selling a few on a VPS or budget dedicated (just make sure it has RAID, etc). It's the safer option in my opinion, just make sure you go with a trusted provider.
You can then scale up to larger systems once you have made the necessary sales.
