If you need to put a wall rune on someone Mua is a better tank obviously, but there is no need for that at any part of the game, unless you are very undergeared/skilled/leveled. http://suikosource.com/games/gs3/stars is a simple guide that tells you when you can recruit everyone. it's not a difficult game for recruiting characters so don't worry about it. wait for the story to continue before you worry about recruiting - you can only start recruiting when your character visits a certain location and decides to tell others about it.

The castle never gets fixed up. It always looks run down, regardless of the number of stars collected, unlike other games in the series.

You could do the lottery, but that's annoying. Just fight the treasure bosses in the various dungeons each chapter and you'll have more than enough.

Supposedly, a couple of characters levels are carried over as well. It's not that big of a deal, though, as you get the characters fairly late & whatever boost they have is fairly negligible at that point. Also, nothing carries over to Suiko4. However, you can use 4's end save to load into Tactics to unlock a couple of bonus characters. Nothing connects to (or from, so far) 5.
