I think the Steam patch only effects the Steam version of the Securom problem. As for the Retail version, all I can say is either
hope and wait for EA to get bored with RA3 and send a patch to remove Securom, or...... find out if removing Securom from your legit copy will disable it for good. I don't know if it will or not, but there are some legit programs out there that (once you get bored ...

I'm skeptical about your vid card. 1GB is good to play the game, but the card itself doesn't get great reviews. You'll probably have to turn some stuff down (I'd recommend the water effects, as they look cool even on lower settings.) Everything else is pretty tight though.
