Well here's the kicker you got a
PCI-E slot when most of the cards are PCI-Ev2. Most cards are backwards compatible so it shouldn't be too much of an issue, however maybe someone would like to chime in if they've had issues with it. So definitely upgrading you're ram is going to be about as big of an improvement as upgrading the GPU. For the GPU I would suggest either an 8800/9800. ...

FS Global 2008 has separate installation disks for
FS9 and FSX, are you sure you installed the correct one for FS9? I'm running this mesh on Vista Ultimate 64 without problems.
