Just from the little info the article contained it does not sound like the shooter was a hot head. It does sound like the one that got shot was and bit of more than he could chew.

I really just don't understand why you wouldn't carry one cocked and locked. There is plenty of info out there to discredit any officer charging you with "improper carry". How about the high power 9mm's. I messed with one a while back and it was pretty sweet. It was an off beat feg i think, but it had a smooth trigger pull / reset, and a setting that held the hammer off the firing pen while it was down along with a half cock position and the safety could be set while the hammer was down. And when that safety was on that hammer was not moving. But back on the 1911s...i have never owned or shot one, but...

I see used Glock's going for $400 all the time. Some of them have barely anything through them. If you can find one that is... They seem to sell really quickly at the price, especially if they are in "like new" condition. IMO it is the best all purpose semi-auto handgun... ready for war right out of the box! I think in that price range you're looking at some compact pistols. Kel-Tec and the Ruger LCP are below $400 and are great guns (IMO). For a full size you're looking at possibility a Rock Island 1911.
You may be able to haggle down to that on a used Glock...
If you're dead set on your budget at $400 those are my recommendations. You can go to Auction Arms and use the advanced search ...

There are a lot of fine details that you need to be aware of. Don't mix up the plastic and metal pins. I've seen cases where folks mixed up the trigger housing pin (plastic pin that holds the trigger housing in place) and the lock block pin (the pin that holds the lock block in place). Why are you so concerned with the half-cock notch? No 1911 should be carried from half-cock, as it is NOT a "half-cock"! The notch you speak of is there simply for safety. It is designed to catch the sear on that notch if the full-cock notch slips, therefore not firing the weapon. I have a Kimber Custom II and Eclipse Pro II both with crimson trace grips. I carry in a Milt Sparks VM2 with no problem. I have not found a holster that has a problem with the crimson trace grips. Serpa, fobus, etc.
Now just remember I am right handed. Left handed carry may present a problem due to the location of the laser but I have not tried it.
