E. tirucalli is toxic in and of itself, but I wouldn't worry too much about planting close to it. I use it as
perimeter fencing and grow corn right up to within about a foot of it, with no ill effects to myself, the corn, or the cacti.

jades can be finicky when moved abruptly after being in one location for a good amount of time. they'll pout and drop leaves and then recover as they get acclimated. so, that's one thing going on - stress. stress can leave them open to other issues.
you've also got bug
infestation - possibly more than one type. can you post some pics so we can get a look at the bugs as well as over-all ...

In an emergency, you can re-pot into dry soil. Or, setting the root-ball on a stack of newspapers will act as sponge and help dry out the soil if left for a couple of days.
If your pencil cactus (
Euphorbia tirucalli) is "over-potted" (pot too large) the soil will stay wet longer which can cause root rot. Using clay pots with drain holes and fast draining cactus soil is best. Give the roots ...

I must have done something wrong, maybe should'nt water over the top, too ...

I have not grown much Lithops, but as I remember my seedlings they were ball-shaped. Growth rate depends on temperature and light, but also on the species, some are painfully slow. My fastest grew to about 6 mm diameter in 6 months, but that was my first attempt and the conditions were not optimal.
The shape of your seedlings could be due to
lack of light, but I would wait for a month and see ...

I think one very important piece of information is missing: what species you grow.
The plastic cover sounds like a very good idea.
