Spark-- Robinson's Arch is NOT the inside area of the men's side of the kotel. It is on the other side of the entrance to the Temple Mount. In terms of why the kotel is the way it is--this is the traditional way of Jewish prayer. Men and Women were separate in the days of the Temple! I've never heard of Issis Inn - where is it? If you were happy there last year, and you can get a good price for your dates, then go for it. If you can get reasonably priced rooms at Beit Norvegia, that will be excellent, as it is in a convenient position for visiting both the old City and the new City of Jerusalem . It is a hostel, rather than a hotel, but during the holidays you don't really have a lot of choice.

Issis Inn is a small flat, walking distance from Bet Norvegia. We stayed 6 persons there, I don't remember exact price, but for a family, it will be difficult to find a cheaper option. Edited: 5:33 am, today

The weather might be sunny and 75F during the day in Tel-Aviv or it might be 30F and snow at night in Jerusalem and the mountains - AND EVERYTHING IN-BETWEEN !!!
It is like autumn in NY.
Assume that it will rain about 25-50% of the days.
Bring a waterproof jacket ,an umbrella and some sweaters.

I will qualify Rdglady's answer.
Kosher restaurants will, in general, be closed on Shabbat. The only open kosher restaurants (to my knowledge) will be hotels' ones - some of them will let you pay in advance. The most famous and best is the Sjeraton one, opposite Hechal Shlomo in King george street, but there are others. Another option is to buy food at a take away place and eat it ...
