This might be a transit wax....Try a product from Lithofin called Abra clean...
Did the
tiler try to seal them..?

Becoming common with the cheep Chinese imports but haven't yet seen it with Italian ( are you sure? ) tiles. The experience here is, if the factory has stuffed up the
sealer then they will not be fixed & so the come up. This is when you decide just how bad are they really.

Pulicol ....if its as good as it says in the book then it would be a bonus.
Never used it thankfully but always nice to know its there if needed.

With all cleaning and restoration try a small
discreet area to test on.
To remove the paint and dirt use Nitromorse varnish/paint remover - the make one which is water soluable. (green tin and cheapest)
If when fully dry they accept moisture then seal with 'stain stop' or similar which allows the surface to breathe.
You can finish with a colour intensifyer or satin polish.
