Right I see your point about that but cloaking would be useful for alot of other things other than ships and bases. Like for example on the episode who watches the watchers. They could have used a personal cloaking field to study the inhabitants much closer than there base that blew up. Also I had a second part to this post. About the defector telling them all about the romulan cloak.

Favorite ship: a tie between the NX-01 and the Enterprise-E. (best E shot: the blast between the Borg cube and the Defiant in First Contact) Favorite TNG shot: the saucer separation in "Encounter at Farpoint" Favorite TOS shot: the final flyover and warp-away of the Enterprise at the end of the Motion Picture Favorite ENT shot: can't decide, too many good ones Favorite DS9 shot: same problem...

The idea with the molecural and quantum level serves two purposes, it prevents the data storage and replication of persons and it explains the imperfection of food replication. Another thing I was thinking about is how much work went into the first refit then just to get decommissioned after just 2 missions. First to deal with V'ger, then presumed back in space dock then out for a run around the block which we all know became a bigger problem, then back home again. Now Starfleet is like...junk it. What a waste.
