NST.
You'll need to find a friend/acquaintance with a Vista DVD if you want a no-cost option.
If you can find one and borrow it, just do a clean install of Vista to the new HDD quoting your daughter's Vista key not the one on the DVD.
If you can't do that, your next cheapest option will be to get a set of recovery media from Sony, appropriate for your daughter's PC model...

To ensure that you burned the disk correctly, please verify that you followed these steps:
Download the NST disk torrent.
Install a torrent client (such as BitTorrent or uTorrent), if one's not already installed.
Run the torrent client, and "add" the torrent you just downloaded, and have it download the actual .

splash screen, then it should allow you to access the recovery media in your CD/DVD drive.

Hi Ben, welcome to NST.
Our recovery ISOs are a tiny subset of a Vista/W7 DVD. They contain no installation files. They cannot be used to install, reinstall or repair a broken OS.
They're provided to enable you to fix the boot process, initiate a system restore, or open a
command prompt, when the OEM built-in recovery environment isn't accessible.
They can't replace your OEM recovery ...

Paul, you may need to contact Toshiba on this one and have 'em send out a
recovery kit.
Product key or no product key its usually not a good idea to
use some copy you found off the net.
