It won't be upheld as an appeal because it states no grounds for cancellation - on that we are agreed. What will happen is - either they will ignore it as you say, or they will send the evidence as requested. In either scenario, their reply will be accompanied by instruction to pay... so why not ask them to cancel it and spell out a case as to why they should? You've been ticketed by a private firm who have no power to make you pay. General advice on this forum is not to bother appealing. They will send you a series of letters which sound more and more serious, then if you ignore them, one day they will just give up.
So that's going to be the advice you get - ignore everything.

You cannot get a PCN for misuse of a Blue Badge as its a criminal offence. You probably got a PCN for a parking contravention which if you informed us of what it was for and at what time we may be able to assist in some way. As far as the ticket is concerned, they wouldn't have the right to charge
you whether you were parked in a private road, public road, car park, or
even on the moon! It's an invoice for an extortionate amount of money that
you are under no obligation to pay.

Yellow lines at the roadside apply to the road AND ajoining carrigeway, footpath and/or verge right up to the boundary of the carrigeway. This is typically a property wall or garden wall.
Unless where you were parked is a specified parking bay, then I believe it will be classed as footpath and therefore the DYL apply to that area also.

You'll need to provide some more details.
Not receiving a PCN may not be grounds for filing a statutory declaration. The relevant grounds would be not receiving an NTO, but I understand that postal PCNs are also NTOs, so it may apply.
Also, I assume your statutory declaration was Out of Time? If so, you should have received an Order for Recovery prior to this.

I've just spent the last hour reading through the forums which is a result of me having received my first ever parking fine within the past week from: "UK CPS Ltd".
The car park i believe was a private car park (not sure what implications this has if it was private or council land?). The fine is for £60 and i was just about to pay it online before i came accross these ...
