Hi, I've had trouble too. They want you to believe they can do what they want. However, they have nowhere near the power they'd have u believe. That's why they play it that way, to scare you into paying. Have a look elsewhere on the bailiffs section here and see the law etc on this. I would ask myself what's more important - the photo's or the money. It may be possible that the photographer still has the photo's, but he obviously hasn't got the money to return. Maybe you could try and contact him again and give him another chance to supply the goods. I dont want to defend the guy but it's quite possible that he's in so deep that court cases, ccjs and bailiffs dont have any ...

Can you enlarge the letter and show that you think is not legal?
Your car is OK because it belongs to the finance co until the final payment has been made.
Did you receive any notice the council was going to apply for a LO? if not then enforcement action is unlawful and must cease. The law requires the council to send you a "final Notice" at your current address or your last known ...

Stirling Park are an extremley dubious firm. I had a visit from a sheriff officer over an "unpaid" parking ticket . He didn't do his job properly and lied when I complained to the society of messengers at arms. I'm still actively taking it further to get this guy struck off. Just be careful with them. when a dvla check confirms that the car does not belong to the debtor all charges connected with the levy must be removed
have you written to the bailiffs company regarding this or was this a phone conversation with the bailiffs regarding the removal of the fees

If this a magistrates court fine, the bailiff cannot add any fees.
Contact your MP, if you have paid the fine already then filing a sworn affidavit is the way to go.
