I've used MSA brand and they are good - although expensive. I think I paid 40 for my half mask. I use a compressor to blow the drywall dust out of my filters after each use. They work great at filtering out smells too. I keep telling my wife that my farts don't smell. Maybe she should get a respirator too.

Back dating permits

If it comes up that you have work that was done without a permit, it is POSSIBLE to permit it after the fact. They don't " backdate" the permit, and it depends.....you have to be able to convince the city that the work complies. That may require some opening up of things for inspection. And there will be the fines....etc.

Vinyl tile installation

Mixing boxes with different dye lots is to randomize the color, not to compensate for manufacturing errors in tile size. I cannot imagine how anyone would be able to install tile PROPERLY if the pieces were not all the same size. There would have to be gaps between the tiles or the corners could not meet perfectly so that the tile lines would be all over the place. It would be even worse if the tiles were not square, regardless of their sizes.

Someone was too aggressive rubbing out the grout, or rubbed it out before it was set enough. You could use a carbide hand grout scraper to rough it up and take some out, then regrout over it.

18' sounds like a long span to me for 2x8's if they are 16" on center. I'm not for sure though. According to what you are saying I would agree. Since the header is a load bearing part of the wall, but in your case you are saying it's not load bearing wall.
