I'm pretty sure users under 13 can have accounts on The-N, there's just not any personal info collected from them and they can't use any interactive parts of the site (nmails, Message Boards, Guestbook, Screening parties etc.) so they could have signed up in 2005 - but they didn't get to fully use all of the interactive stuff until they turned 13.
