You will have to load an operating system on the new drive. What Brand and Model is the pc? Do you have a installation disc?

turn off the auto reboot
control panel /system/advanced/startup and recovery settings
then untick the auto reboot box
post any bsod error messages the computer freezes on in full
what does the bios list for the
cpu temp
run memtest on the ram 1 stick at a time

check the voltage range of the ram on the corsair site

If you're referring to powering the unit off/on from a remote location -I don't know of any way to accomplish that. I would just leave it on to make it accessible from
other locations. The most common failure of external prebuilt Hdd's is the housing circuitry.

Files are easy to move . . just copy to the new drive. Programs, on the other hand, must be reinstalled ( with a few exceptions )

It sounds to me it is looking for a
bootable OS, but fails.
It then looks for a bootable OS via the ethernet.
What OS are you trying to install?

What is the error you are getiing, it looks like the
boot sector is OK. You might want to try partition find and mount ( findandmount.com ) and copy your data off to another drive before trying the rebuild BS option.
