radial tire should NOT flat spot.
Tell those bastards to refund you your money, and take the tires back, or order you a new non defective set.
You cannot really balance a tire with flat spots in it to my knowledge.

steel wheel is going to be much better off-road since they can take more of a beating. Alloys are a pain in the ass to clean, unless they are coated.

Offset isn't measured in inches. Do you mean backspacing? If so, 5" backspacing is too much. You'll probably want to look for something closer to 4" BS.
