In a frictionless barrel, the bullet will continue to accelerate not just as long as the powder is combusting, but as long as the pressure behind the bullet is larger than one atmosphere. In a real barrel, the bullet will be accelerated down the barrel as long as the pressure behind it is larger than the friction between the barrel and the bullet. After that, it will actually decelerate and the longer barrel hurts, not helps.

I'm new to GURPS (just picked up books about a year ago - I've been ravenously buying up pdfs ever since) but I do love SMAC. A lot.
SMAC GURPS is basically what you get when you've got top-notch campaign writing (thanks to Firaxis) and top-notch RPG rules (thanks to SJGames). I love the setting and I'm glad I bought the book.
I have yet to play a single game of GURPS though,...

Seems like a straight forawrd attack that removes FP to me. How quickly it works depends on how much FP your target has and how Big the FP loss per second is.

You can do it either way and each has pros and cons.
If you include it, then it retains the smooth progression of FP cost but it'll shift the value of Biological.
If you don't, each use will cost 1 +1/die, but you won't need to mess with Biological.
It's your choice which is more important.

So, my last attempt at this died the true death. My advice is that you should decide before hand whether or not there is a true mythohistory, or whether each culture will have its own conflicting beliefs. I vote for the latter, as it gives much more freedom and is more realistic, but the former certainly produces fewer conflicts.
Also, do you want Earth derived cultures, or ...

A generic & universal game is by definition more flexible than a game dedicated to specific setting or style. Which doesn't make a dedicated game worse, just different.

For the second part - hit probabilities in the tactical combat system - check page 30 in Spaceships 3.
